Toshiba LA 6846p usb ports shorted or not ?

Hello ,I am trying to repair this mobo and is working just fine except the 2 usb ports that is not recognized even from bios...
It seems to be shorted because the pins inside of usb was both heavily bended. The usb ports have been replaced as well with new ones.
Further investigation show me that when I try to plug in a usb flash stick the APL3510 cuts the power at +5V only when all 4 usb pins are connected to motherboard. If I connect only one and ground (+5V, 0V) the APL3510 doesn't cut the +5V.
So I believe that the pins two and three causing the problems. Those two pins are the data rails.
Hypothesis one is that could be an Over current protection or Over voltage protection.
Hypothesis second is that some esd protection diodes and a coil failing but I have check them as well and seem ok.
What else I should check further more ?
